Costa Rica is a champion… of red tape

Despite its thrifty financial control, Costa Rica is one of the world’s most high-spending bureaucracies.

Of the OECD countries, only Denmark and oil-rich Norway spend a higher proportion of their national budget on bureaucracy. Costa Rica has applied to join the OECD.
