Costa Rica is king of red tape in construction projects

The permitting process for construction projects in Costa Rica includes 17 stages, compared with norm in the OECD of 12, according to the Doing Business report.

Municipalities are the biggest stumbling blocks in confronting the red tape, the report adds.
