The imminent arrival of new cellphone operators has placed the Costa Rican state power and telecoms company, ICE, on the brink of a precipice.
The outcome depends on whether ICE can fly amid the countervailing winds of competition.
But a single step in the wrong direction could spell disaster for the former monopoly.
