Costa Rican fiscal pact remains fragile

Consumers and companies in Costa Rica must be prepared to face more taxes once the fiscal reform has been passed next month.
The new version of the reform incorporates suggestions from all parties, and a first draft is expected to face a vote early next month.
But the viability of the reform rests on an alliance of three parties, though recently all three have criticized what they regard as errors in the 2018 Budget.
The presentation, on September 1, on next year's Budget will be critical in providing evidence that current spending will be curtailed.
