Debt covers half of government salaries in Costa Rica. President Chinchilla insistent on bringing in state revenue

About half of Costa Rican bureaucrats’ salaries are covered by debt, forcing the government to violate the law.

This year, salaries accounted for 47 percent of domestic debt, paid with such familiar measures as issuing government bonds. Next year, it will be up to 49 percent.

This is why President Laura Chinchilla is so insistent in a tax reform bill that will bring in more government revenue and why the coalition of opposition parties in the Legislative Assembly are taking it so seriously.
