Instituto Costarricense de Electricidad hits back

The cordial relations between the Instituto Costarricense de Electricidad and the telecommunications regulator, Sutel, appear to have soured suddenly.
On Tuesday, the Institute launched a civil suit to oppose the opening of the cellphone market by Sutel. The Institute claims that the interconnection fees have been set at higher than those fixed by law.
The Institute said that it has proposed to charge its competitors 4.13 US cents per minute as a connection charge. Sutel says it should be 0.67 cents.
