Costa Rica urgently needs curbs on public spending

Business leaders in Costa Rica expect that, in his first 100 days in power, president-elect Carlos Alvarado will halt the over-generous spending of his predecessor, Luis Guillermo Solís.
Urgency is required in view of the parlous state of public finances, the worst in 35 years.
